Dog poop in exchange for free wi-fi

In order to encourage dog owners to pick up their own dog's waste, ten parks in Mexico will feature a special weight-measuring, free internet giving boxes. Simply place the bag o' poop in the box and take the card giving you access to the park's wi-fi. Will this work?
